Symptom

When opening the EMS web server dashboard:

When opening the ENow Admin Console

Cause

This problem can occur when the specified portion of the IIS configuration file is locked at a higher configuration level.

Resolution

Go to IIS Manager.
Select the Server and then Feature Delegation (in IIS 7.5 under Management Section).
Go to Authentication Windows and set it as Read/Write.
